Enbridge has applied for a permit to construct a tunnel for its Line 5 oil pipeline through the Great Lakes to the U.S. Army Corps of Engineers (USACE). It appears the USACE is not intending on subjecting the permit to the rigorous environmental review and public process that this project demands.
It's up to us to ensure this permit is subject to the highest scrutiny.
